Citizens Advice Scotland’s Mind the Fuel Poverty Gap Report

That the Parliament welcomes Citizens Advice Scotland’s report, Mind the Fuel Poverty Gap: Warm Home Discount in the Scottish context, which was published on 11 August 2020 and which investigates the impact of the UK Government’s Warm Home Discount on fuel poverty; notes with concern that the report finds that the initiative is failing to help significant numbers of people in Scotland who are in fuel poverty; understands that, although an estimated 29 to 32% of Scottish households are eligible for the Warm Home Discount, only 9.3% currently claim it; notes that the report finds that “no certainty is provided by the current application and administrative processes” and that those most impacted by this lack of support are working age and pensioner households; considers that the UK Government social security system is widely criticised as being designed to make accessing support difficult and to punish those who do receive help; believes that this report further strengthens the case for the Scottish Parliament to have full powers over social security, and looks forward to the Scottish Government’s fuel poverty policies going live in the next year.
