I refer members to paper 3. Item 4 is consideration of an instrument has been laid under the negative procedure, which means that its provisions will come into force unless the Parliament agrees to a motion to annul it. No motion to annul has been lodged. The Delegated Powers and Law Reform Committee considered the instrument on 1?September 2020 and determined that it did not need to draw the Parliament’s attention to the instrument on any grounds within its remit—[Interruption.]

The regulations are an important piece of legislation to enable people who have planning consents to restart development as things move on with the pandemic, so I will certainly not be opposing the instrument today.
