To ask the Scottish Government, further to the answer to question S5W-22321 by John Swinney on 28 March 2019, whether the Advance Payment Scheme will be backdated to 1 April 2019.

I announced the opening of the Financial Redress Advance Payment Scheme in Parliament on 25 April. The Scheme is now open for applications for those who are terminally ill or age 70 or over, and experienced abuse while in care in Scotland before December 2004.

The payments have been set at a flat rate of £10,000 and will be ex gratia and discretionary. As this is a flat rate payment, to applicants meeting all the eligibility criteria, there is no requirement to backdate it.
