S5W-19820: Tavish Scott (Shetland Islands)

Scottish Liberal Democrats

Date lodged: 7 November 2018

To ask the Scottish Government whether it will conduct an islands impact assessment on the proposed changes to the definition of fuel poverty in the Fuel Poverty (Target, Definition and Strategy) (Scotland) Bill and, if so, whether the findings of this will be published before stage 3.

Answered by: Kevin Stewart 21 November 2018

The relevant provisions of the Islands (Scotland) Act 2018 pertaining to such assessments, once in force, would not oblige the Scottish Government to prepare an islands communities impact assessment for the Bill. We have nevertheless committed to undertaking an island communities impact assessment for the Bill in due course and as a matter of good practice. Through our extensive and ongoing engagement with stakeholders in island communities, this process has already begun. The intention is to confirm more detailed timings in respect of this assessment once the Parliamentary timetable for the coming year is known.
