To ask the Scottish Government what discussions it has with local authorities regarding foster care procurement.

The Scottish Government don't hold formal discussions with local authorities about the procurement of foster care placements. Responsibility for managing foster care services that meet the needs of children who come into their care, including any decisions to procure foster care placements, lies entirely with them.
