Date lodged: 1 February 2017

To ask the Scottish Government what representations it has made to the Chancellor of the Exchequer regarding the impact on Scotland of the UK Government changing its budget timescale.

Answered by: Derek Mackay 8 February 2017

As I made clear in the Chamber at Stage One of the Budget Bill, I share the Finance Committee’s view that the United Kingdom Government should provide clarity on its Autumn budget plans as soon as possible.

On the 20th January 2017, with the finance ministers of Wales and Northern Ireland, I wrote to the Chief Secretary to the Treasury inviting him to announce the UK Budget earlier in the Autumn than has been the case for recent Autumn Statements, in order to allow greater time for devolved administrations to consider the impact of the Budget on their finances and to support effective parliamentary scrutiny.

I hope to have the opportunity to further reinforce this point at a Finance Ministers’ Quadrilateral meeting in the coming weeks ahead of the March UK Budget.
