To ask the Scottish Government what assessment it has made of whether the 4.8% reduction in the number of students receiving non-repayable bursaries and grants disadvantages students who are not financially able to undertake higher education.

In October 2016, I announced an independent Review of Further and Higher Education Student Support. The review will consider all relevant data and assess the effectiveness of the current system, making recommendations for beneficial change to ensure all students have access to a fair and effective package of appropriate support.

Professor Scott, the newly appointed Commissioner for Fair Access to Higher Education in Scotland, will be consulted as part of the review process.
