To ask the Scottish Government whether (a) designing and (b) implementing the National Basic Payment Support Scheme has had any impact on the ability of area offices to (i) calculate and (ii) deliver full common agricultural policy (CAP) payments.

The design and implementation of the National Basic Payment Support Scheme has had no impact on the ability of area offices to calculate and deliver Common Agricultural Policy (CAP) payments as this work was carried out by a centralised team based in Saughton House in Edinburgh.
