As an amendment to motion S5M-24224 in the name of Kate Forbes (Budget (Scotland) (No.5) Bill), insert at end ", but, in so doing, regrets that the Scottish Government’s draft Budget fails to meet the level of funding required by local authorities, as set out by COSLA, and further regrets that the Scottish Government has made no commitment in this draft Budget to fund free breakfasts and lunches for all primary school pupils."
