That the Parliament notes reports that the Association for Scottish Public Affairs (ASPA) has withdrawn the lobbying company, Charlotte Street Partners, from its membership for breaking its code of conduct by employing a current and active politician, the Conservative Peer, Lord Duncan of Springbank, the Deputy Speaker of the House of Lords, as a paid consultant; believes that Charlotte Street Partners should adhere to the wider internal Public Relations and Communications Association (PRCA) code of conduct for lobbying firms and, for the purposes of openness and transparency, register all its clients on the PRCA register; further believes that this conduct by Charlotte Street Partners is inconsistent with the Scottish Parliament's founding principles and the spirit of recent Scottish Parliament legislation introducing a Lobbying Register in order to enhance practices of the Scottish Parliament in relation to these founding principles, and, given what it sees as the close links and revolving door that exists between the Scottish Government and senior Charlotte Street figures, calls on the Scottish Government to ensure that no Minister, civil servant or special adviser meets with representatives of Charlotte Street Partners or any other lobbying company that has been deemed unfit to be a member of the industry’s professional body.
