To ask the Scottish Government what its position is on the number of additional support needs teachers in Dundee decreasing by 28% while the number of pupils with additional support needs is increasing.

Under the Additional Support for Learning Act it is for education authorities to identify and provide for the additional support needs of their pupils. Authorities must ensure that they have appropriate resources in place to meet their statutory requirements, including meeting the individual needs of children and young people.

Our most recent statistics indicate that Dundee City Council have a pupil teacher ratio of 13.2 which is better than the national average of 13.7. All teachers have a role in supporting pupils with additional support needs, not just those whose main subject is additional support for learning. The latest published data indicates that teacher numbers has increased since 2016 and that pupil teacher ratios have been maintained nationally.

To ask the Scottish Government whether it plans to hold a debate on its strategy to tackle human trafficking and exploitation before the consultation period closes.

There are no plans to hold such a debate while the public consultation on the draft Trafficking and Exploitation Strategy is underway. The Scottish Government encourages all those with an interest to respond to the consultation, which will inform further development of the strategy. To ask the Scottish Government, further to the answer to question S5O-00255 by Angela Constance on 26 October 2016, what consideration it has made of the request from Energy Action Scotland for ministers to reset the target to eliminate fuel poverty.

It is important that we do not rush into setting a new target before developing a strategy that takes account of the findings of the reports by the Scottish Fuel Poverty Strategic Working Group and Rural Fuel Poverty Task Force published on 24 October 2016.

Over 100 recommendations were made, many of which are complex and have wider implications that must be considered alongside other policies. The Housing Minister will be attending the next meeting of the Fuel Poverty Forum on 15 December to discuss the issues in more detail.

We will work closely with the Fuel Poverty Forum to take forward the recommendations from these reports, which are the first step in the development of our new fuel poverty strategy and will inform our approach to tackling fuel poverty and improving the energy efficiency of people’s homes wherever they live in Scotland.
