To ask the Scottish Government what its response is to reports that payments have been allocated to bank accounts under its various agricultural support schemes since 2016 that do not specify under which scheme refer to; what action it is taking to ensure that the people and businesses in receipt of such payments are advised of (a) what the payment was for and (b) how the calculation was made, and by what date all such advice will be given.

We have issued Payment Notification letters detailing the payment amount for each scheme where a payment has been made since 2016. The letters clearly define the scheme(s) to which they apply.

The Reduction and Exclusion letter demonstrates to customers how we have established the payment figure, detailing any adjustments made to their claim to reach the final payment amount. Unfortunately this letter has not yet been issued for all payment schemes and we regret any difficulty that has caused to our customers. We are undertaking final testing of the necessary IT functionality to ensure that letters are accurate and reflect the most up to date land information.

To ask the Scottish Government what the timescale is for the further devolution of the Crown Estate to local authorities.

Our recent consultation on the long-term arrangements for management of Crown Estate assets in Scotland outlined our proposals on how Crown Estate assets in Scotland can be managed differently in future.

We are currently considering the consultation responses and will take these into account as we develop proposals for future legislation, including arrangements for further devolution of management within Scotland. We are working to introduce a Bill on management of Crown Estate assets as soon as possible and a further announcement on timing will be made in due course. In the consultation paper, Scottish Ministers promoted taking a phased approach to further devolution and the nature and timescale for actual implementation of any arrangements for further devolution will be determined by whatever legislation is agreed by the Parliament.

Crown Estate Scotland (Interim Management) will ensure continuity while the framework for managing the assets in the longer term is developed and discussions are continuing with island councils on a possible pilot on local management of assets.
