To ask the Scottish Executive what recent discussions it has had with the Highland Council over the adoption of the trunk link road in Inverness as an official trunk road.
Answer
My officials in TransportScotland have had regular discussion with HighlandCouncil representatives about their proposals for the B8082 Inverness Southern DistributorRoad (trunk link road), including the possibility of trunking the route. Formalwritten approaches were made earlier this year by the Chairman of Highland Council’sTransport, Environment and Community Services Committee and senior officers in HighlandCouncil asking about the possibility of trunking the route.
I shall await theoutcome of the Strategic Transport Projects Review (STPR) before taking any decisionon the issue of trunking and funding. The STPR will consider the need for alternativesto the existing trunk routes through Inverness as a strategic transport hub andthis will take account of the work undertaken by Highlands Council on the InvernessSouth Connectivity Study which includes the Inverness Southern Distributor Road.

To ask the Scottish Executive when detailed cost estimates for dualling the A9 will be completed.
Answer
We are committed toplanning for the dualling of the A9. Options will emerge from the Strategic TransportProjects Review, which is due to report next summer. We will consider these optionsand take an informed decision on all the evidence including costs and benefits.More detailed planning would follow that decision-making process.

To ask the Scottish Executive what discussions it has had with Highlands and Islands Enterprise (HIE) regarding job diversification for workers currently employed at Dounreay.
Answer
Economic developmentin the Caithness area is the responsibility of Highlands and Islands Enterprise. HIE has formed the CaithnessRegeneration Partnership with Highlands Council and the Nuclear DecommissioningAuthority to take forward an action plan to secure a diverse and sustainable economypost-Dounreay. Job diversification is one of the ways in which the partnership plansto maximise the opportunities available.
The Scottish Executiveparticipates in the Executive Board of the Partnership.

The Scottish Trunk Road National AverageAccident Rate for dual carriageways is 9.40 per 100 million vehicle kilometres, and 20.60 per 100 million vehicle kilometres for single carriageways.
The figuresquoted may differ slightly from those published elsewhere because they were extractedon a different date and the database may have changed between the two dates, e.g.due to late returns or corrections to earlier returns.

To ask the Scottish Executive when it expects to receive a response from the UK National Screening Committee about a high-risk screening programme for diabetes.
Answer
The UKNational Screening Committee has recommended that screening of certain sub-groupsof the population who are at high-risk of type 2 diabetes is feasible, but thatit should be undertaken as part of an integrated programme to detect and managecardiovascular risk factors. Efforts to target high-risk groups in Scotland are focused on implementationof the “Keep Well” projects and SIGN Guideline 97 on risk estimation and the preventionof cardiovascular disease.

To ask the Scottish Executive when it will review the boundaries of the Cairngorms National Park.
Answer
There iswidespread support for the objectives of our national parks and in the firstfew years since they were designated both Scottish National Parks have achievedsignificant progress. Following on from the recent adoption of the two NationalPark Plans, I propose to initiate a review in the near future which willprovide an opportunity to examine the operation of the park authorities as wellas any questions about park boundaries.
