During the last Parliament, 2003 to 2007, local authorities completed a total of six houses in Scotland.

Guidance is currently being prepared for local authorities on developing their Strategic Housing Investment Plans (SHIPs). This reflects the proposals for significant changes in housing policy which the government outlined in Firm Foundations and specifically encourages local authorities to think about any role they themselves might play in building houses. Local authorities will be required to include information on any planned new build over the next five years in the Strategic Housing Investment Plans scheduled for submission in November 2008. This will ensure that the Scottish Government has access to reliable information on local authorities'' new build plans, on a common basis across Scotland.

I announced my intention to abolish Communities Scotland to Parliament on 31 October 2007 and this process was completed on 31 March. The Director for Housing and Regeneration has contacted key stakeholders, including the Scottish Federation of Housing Associations, giving them details of the changes and the new structures for delivering the government''s housing and regeneration objectives.

NHS Greater Glasgow and Clyde is alreadyseeking to reduce inequalities in health in all its activities and in its allocationof resources to these. The Scottish Government provides support through fundingtargeted anticipatory care interventions(Keep well), unmet needs projects which reach those who are not routinely engaged withNHS services, and other specific activities.These include a multiple and complex needs pilot to develop inequalities sensitivepractices in maternity, children, addiction and mental health services for thoseaffected by poverty and other disadvantage.

Health improvement and healthinequalities permeate all NHS Greater Glasgowand Clyde activities. Specific actions aretherefore wide-ranging andinclude developing inequalities sensitive practice by staff in every setting, workon infant feeding, financial inclusion, equality-proofed resource alloction, andcomplying with health and homelessness standards.

Under the terms of the concordatsigned with COSLA on 14 November, almost £3 billion of capital resources will beavailable to authorities over three years to secure investment in schools and otherinfrastructure, for deployment according to authorities’ own priorities. Allocationsof these resources were set out in Annex I of Finance Circular 6/2007, which can be found on the Scottish Government website at:http://www.scotland.gov.uk/Topics/Government/local-government/17999/11203.

Through the concordat with COSLAwe are moving to an outcomes-focused approach which empowers local authorities andgives councils flexibility to meet the Scottish Government’s national outcomes andthe national indicators in support of those outcomes, including the national indicatorson crime reduction and the national indicator to reduce alcohol-related hospitaladmissions by 2011.

Effective substance misuse educationis important in helping young people to become confident individuals so that theycan make informed choices about positive lifestyles and avoid future alcohol misuse.The Curriculum for Excellence will include a series of learning outcomes and experiencesfor health and well being that will provide teachers with an opportunity to developyoung people’s awareness of the risks to health associated with substance misuse.The Scottish Government is also activelyworking with key stakeholders to develop aprogramme of work to improve the effectiveness of substance misuse education inschools.

We would expect each local authorityto continue its duty to engage with community and voluntary groups as it thinksfit when setting priorities, deciding on local outcomes and planning services aspart of the new arrangements.
