To ask the Scottish Executive how much funding has been disbursed under the microcredit programme in each year from 2000-01 to date.
Answer
The first tranche of funding - £70,000 - was spent in financial year 2001-02 during February-March 2002. Disbursement of funding is a matter for Scottish Enterprise.

To ask the Scottish Executive what action it will take in light of the job losses at the Faslane and Coulport naval dockyards given the existing level of unemployment in the area and the impact these job losses will have on the local economy.
Answer
The Scottish Executive is in regular contact with the Ministry of Defence on a wide range of issues including the Faslane and Coulport naval bases. The scale of any job reductions and consequently the deployment of resources to mitigate the effect of job reductions cannot be confirmed until Babcock Naval Services has reviewed its requirements. Officials at Scottish Enterprise Dunbartonshire (SED) are seeking to assess the potential impact of any redundancies and SED's Chief Executive will meet the naval director of the Clyde complex later this month. Once the Scottish Executive has received a report of the outcome of this meeting, it will consider convening a meeting with interested parties to decide upon appropriate action.

To ask the Scottish Executive what progress is being made with its pilot debtline in Fife.
Answer
The debtline pilot in Fife is part of a joint pilot led by the Department of Trade and Industry. The Fife pilot was launched by myself in Kirkcaldy on 22 March 2002.

To ask the Scottish Executive how many, and what percentage of, officials in its Personnel Division are members of the Chartered Institute of Personnel and Development.
Answer
There are currently 38 members of staff in the Directorate of Personnel and Pay who are members of the Chartered Institute of Personnel and Development. This represents some 25% of the 155 staff currently employed.

To ask the Scottish Executive whether a Central Service Organisation is being established for the money advice sector and what progress is being made on setting up any such organisation.
Answer
We are currently discussing with advice organisations how to increase central support for money advice, including training, information and quality assurance and expect to be able to make an announcement within the next few months.

To ask the Scottish Executive how it aims to ensure that looked after young people receive adequate levels of care and support on leaving the care system.
Answer
We are committed to improving the quality of provision for the throughcare and aftercare of children and young people looked after by local authorities. A working group has been examining how local authorities can best provide a one stop shop approach for advice and assistance to care leavers. Their final report is due to be submitted to me in the near future.

To ask the Scottish Executive what consideration it has given to backdating eligibility for exemption from water and sewerage charges for voluntary organisations that lost relief after moving premises.
Answer
The exemption scheme will operate with effect from 1 April 2002. The Executive will announce the scheme's eligibility criteria, including the qualifying date for eligibility, shortly.
