Question
To ask the Scottish Government whether it will introduce primary legislation in order to increase the carrier bag minimum charge from 5p to 10p, as set out in its Programme for Government.
Answer
Primary legislation is not required to increase the carrier bag minimum charge. The charge was introduced by the Single Use Carrier Bags Charge (Scotland) Regulations 2014, and new regulations will be laid, amending the 2014 regulations to increase the charge.
